All games to 13 (no win by 2).  1 Time out per half.  Soft cap horn 
sounds 60 minutes after scheduled start time.  At soft cap horn,
finish the point then add 2 to highest score (not to exceed 13).
No time outs in soft cap.  At hard cap horn (15 minute after soft 
cap horn), finish the point - highest score wins (if tied, play 
1 more point).
